How did Mayor Willie Brown manage to keep San Francisco clean during the short-lived garbage strike earlier this year . . .

Yesterday he told local Rotarians how he did it.

"I knew that every television station would be out looking for garbage. And I knew they talk to their camera crews via radio. Well, we can use those radio frequencies, too. So we listened in, every time we heard them sending a crew. And you can bet the Department of Public Works got their first!" Brown said.
