If by “rebel” you mean non-Syrian religious extremists who’ve been hired and funded by countries like Saudi Arabia, Turkey, and Qatar to destabilize Syria for fun and profit, then yes, there’s definitely a lot of “rebel” activity in Syria.

So when the US says they want to aid the “rebels” (which no doubt they’ve already been doing already), that’s who they’re talking about.
